Future High-Density CH Zone Locations
We want to report on the recent draft East End Master Plan (“EEMP”) meeting that occurred July 27, which was intended to be the last meeting with the EEMP Advisory Group. A draft of the EEMP that will be called 90% complete will now go to the Planning Commission for review on August 10, with all indications being that a vote to adopt is not far behind. As a reminder, this new Master Plan passes only before the Planning Commission, and not the BOCC, for final adoption.
The most recent draft contains many changes from previous iterations of the EEMP draft documents. The most consequential changes are all part of a recurring effort to facilitate the Community Housing Zone District (“CH Zone”) being allowed on properties falling in any residential Land Use Category in the Master Plan (Low, Medium or High density). This is a clear reaction to the loss in Court regarding Diamond Ridge, and a clear path toward resurrecting the ability to rezone Diamond Ridge if the County/Town team choose to do so.
We know if the Master Plan is passed in the current form, then making necessary changes to it—or to the problematic 20 unit/acre CH Zone itself—will be difficult if not impossible and will likely lead to an immediate attempt at rezoning Diamond Ridge. The consequences of this high-density upzoning carte blanche (i.e. the CH Zone deemed as appropriate “in all places”) extends far beyond Diamond Ridge, affecting any residential area categorized as low or medium density. Whether appropriate or not, areas in San Bernardo, Ilium, Ski Ranches and West Meadows, to name a few, or adjacent to Ophir, are all in the crosshairs for fast and unchallengeable high-density upzoning.
Before the EEMP is adopted, more meaningful dialogue is needed … and we need your help to make that discussion happen.

Since the BOCC must be involved in any discussions to amend the CH Zone, and the Planning Commission is solely responsible for approving or changing the Master Plan, we are asking for both to have a work session to talk about this issue in an open forum where we and others can raise our concerns before the Master Plan is approved.
