Back on June 8, the County Planning Commission and East End Master Plan Advisory Group met to discuss the East End Master Plan. In a previous Last Dollar Collective post (click HERE to see that post), we alerted you to the draft Future Land Use Map that the County team presented, a link of which can be found HERE. We also provided a link to a letter sent to the County which points out the flaws and concerns with the Future Land Use Map as drafted. That letter can be viewed HERE.
Along with the Future Land Use Map, another key component of the EEMP surfaced both on June 8 and in the previous meeting on May 2. It is now clear how the County intends to define Land Use Categories in the EEMP (a.k.a. Master Plan), but more disturbingly, how the County intends to integrate the Community Housing (CH) Zone District of the Land Use Code into the Master Plan.
In short, the County is planning to allow the CH Zone District to be an acceptable upzone in EVERY residential Land Use Category defined by the Master Plan, including “Residential Low.” Not only does this pave the way for another attempt at rezoning Diamond Ridge, and a circumnavigation of the court’s spot zoning ruling, but it sets the stage for a dangerous legislative tool the County can use to upzone properties virtually anywhere. Even more concerning, it gives no thought to the unintended consequences of this upzoning power tool if utilized by anyone not concerned with preserving the character of the region.
Like the Future Land Use Map, this is a complex subject, so we encourage you to review a letter that has been sent to the County, which directly points out the flaws of the proposed methodology, but also suggests a solution that we believe should be palatable to all perspectives.
